If you purchased multiple licenses with a Meeting plan, you can add them to users in Account Management and send their invites.

To manage calling licenses, see Set up your Webex calling plan.

Go to Account Management and select the Users tab.

Click Edit licenses > Add users.

Add their email address and name into a blank row, then click Send invites.

If you run out of licenses and have more users to add, you can click the prompt to purchase more.
