I receive an error 23 when starting or joining a meeting on the Edge browser.
Error 23 when trying to start or join a meeting on Windows 10.
Error 23 when joining a meeting on Windows Edge.
Solution:
Microsoft launched Windows 10 on July 29, 2015 and along with it they have introduced Microsoft Edge.
Microsoft Edge does not support Active-X, users who try to start or join a Webex meeting may get an Error: 'Setup was Unsuccessful. Please try again. Error [23]'.
Workarounds:

Join the meeting using the Temporary Application method.

Start or Join a Webex meeting using Mozilla Firefox 32-bit, or Google Chrome.
