Webex Calling with Cloud Connected PSTN Provider in India
Harness Cloud PSTN for effortless Webex Calling solution
Cisco has partnered with Tata Communications Limited (TCL) to offer cloud PSTN services as a Cloud Connected PSTN Provider (CCPP) for organizations operating in India. Consequently, Webex Calling customers with offices only in India have the option to utilize cloud-based PSTN from Tata Communication Ltd in addition to on-premises PSTN through a Local Gateway.

Benefits
Using a CCPP in India offers the following benefits:

It simplifies the process of provisioning and managing PSTN services, which in turn enables you to save on hardware purchases and management.

It facilitates quick and seamless deployment of Webex Calling services. Once the partner PSTN is configured in the Control Hub, numbers can be added and assigned to Webex Calling users.

A single service provider partner handles calling licenses, cloud PSTN, network and managed services. This simplifies support and compliance with India telecom regulations.
License requirements

Webex Calling users in India should be entitled for a calling license, which can be either a standard or a premium license. These calling licenses and the PSTN should be obtained from Tata Communications.

Users who require the ability to make and receive calls outside of the organization should be assigned an E.164 number.
Regulatory compliance requirements for India location
Webex Calling services in India is a regulated offer under the Unified Telecom license in India.
Customers must submit a Customer Acquisition Form (CAF) and Know Your Customer (KYC) form, to enable the Calling service. This regulatory requirement is applicable to all sell-in customers onboarding to India DC and to branch office customers who will have locations in India.
The India regulatory compliance team helps customers achieve the compliance. The following are the tasks that the team performs:

Operates under the supervision of the India Nodal officer.

Engages directly with partners or customers to collect CAF and KYC documents and ensure regulatory compliance.

Holds full authority to determine a customer’s compliance status.

Manages the renewal of compliance statuses upon expiration.
Configure Cloud PSTN connection for Webex Calling locations in India
Add a new connection type
Before you begin
To add a new connection type, ensure that a new location is created. To add a new location, see Add a location.

From the location list, select the newly created location for which the connection type isn't assigned. |

Click Calling, and then click Set up calling. |

In the Connection Type screen, choose the Cloud Connected PSTN connection type. |

In the Select a Provider screen, select Tata Communications Limited (IN). Click Next. |

In the Select a Zone screen, choose a zone from the drop-down list to make sure that the call routing is in compliance with the toll bypass regulations. See Create a zone to manage zones. |

If you choose None from the drop-down list, it prompts a No Zone Selected warning message. Click Continue to skip adding a zone. The location which you are adding won't be in compliance with the toll bypass
regulations.

Click Next to complete adding the PSTN connection for the location. |

Choose whether you want to activate the numbers now or later. |

(Optional) Click Add Numbers Now. If you prefer to add numbers later, skip to the next step.

Click Done (add numbers later). You would navigate to the calling page of that specific location.

Update zone for Cloud Connected PSTN connection type

Update connection type for an Indian location
You can change your PSTN connection type from Cloud Connected PSTN to a premises-based PSTN or vice versa. During this process, you can also update the Zone associated with the connection type.

Go to . If you see a Caution symbol next to a location, it means that you haven't configured a telephone number for that location yet. You can't make or receive any calls until you configure the number. |

Select the location for which you want to change the connection type. Click Calling. |

In , click Manage. Select the Main Number to reach the main contact of the location. Main number is required only if you are assigning extensions to all Webex Calling users. |

In the Edit PTSN connection for the location screen, for Connection Type, click Edit. |

Check the check boxes and confirm the PSTN connection change. Click Next. Before changing the provider, make sure that you have received confirmation from both current and new providers. |

Select either Cloud Connected PSTN or Premises-based PSTN (local gateway), depending on which one you've already configured. Premises-based PSTN supports both PSTN Zone and Routing Choice configurations. |

In the Select a Provider screen, choose the provider. Click Next. |

Toll bypass support
Webex Calling supports toll bypass policies that apply to both Sell-In customers and MNC customers with branch offices in India under this offer. Customer administrators are responsible for configuring Webex Calling locations in India to ensure compliance with toll bypass regulatory requirements.
Limitations
The following limitations apply in India:

Attempts to call a PSTN number or receive a call from a PSTN number, when the user is roaming to a different enterprise location than their assigned enterprise location isn’t currently supported.

For organizations using a centralized VPN, users appear to connect from the VPN gateway’s network location. As a result, the system cannot determine the users' actual geographic locations, causing toll bypass policies to be applied inaccurately.

Ensure to set the Call routing between Webex Calling and on-premises to
Standard. This setting is the accurate toll bypass policy for inbound calls routing if an organization has Webex Calling locations in India. -
A Webex Room Device that is not registered directly with Webex Calling is considered to be outside the enterprise network, so roaming policies apply.

The endpoints with IPv6 addresses are not supported.
-
To route calls from Webex Calling user to on-premises users on Cisco Unified Communication Manager (UCM), use the enterprise dial plan to match patterns on Unified CM.

Customers who want to retain media on their local network need to configure ICE-Lite on the Cisco Unified Border Element (CUBE). For details, see ICE-Lite Support on CUBE.

Partner recording solutions like Dubber aren’t supported (Webex recording is supported).
-
Sending and receiving Fax from a device that uses the T.38 protocol isn't supported.
Internet Telephony Numbers for Webex Calling in India
In India, Department of Telecom (DOT) assigns special numbers known as Internet Telephony Numbers (ITN) or mobile numbers to PSTN providers. Organizations with these numbers can access Webex Calling services through the internet. Additionally, Webex Calling users in India who are assigned with these numbers are exempted from toll bypass regulations as long as they remain within India.
"Webex Calling by Tata Communications” supports Internet Telephony Numbers (ITNs). Customers should procure ITNs directly from Tata Communications Limited and assign these numbers to users, features, workspace devices, and virtual lines, just as they would with standard fixed-line numbers. ITNs are 10-digit numbers beginning with '9'. In Webex Calling locations within India, customers may use a mix of standard fixed-line numbers and ITNs, or create locations using only ITNs. For locations with both number types, Zone and Trusted Network Edge must be configured as they would for standard fixed-line numbers. If a location uses only ITNs, Zone and Trusted Network Edge configuration is still required, but no subnets need to be specified in Zone and Trusted Network Edge.
